Its not you.  Its their bargain. They will cover themselves up and pretend men are in charge if in return they can have a closed society of their own which they can control.  You are not one of them as a photographer and would need to invest an enormous amount to gain their trust.  They did well to send you away. Some women photographers have made marvelous essays of women in Iran and Afghanistan.
